What Does It Take To Become A ChemStewards Excellence Tier III Facility?

SOCMA’s ChemStewards® program offers member facilities the ability to participate in an Environmental, Health, Safety and Security program using a tiered system.  Tier status is facility-specific and is determined by a number of factors including risk profile, number of exposure hours for employees, and internal company decisions about appropriate tier level.  

More than 65% of ChemStewards member facilities participate in the Enhanced Performance Tier and 10% of member companies went above and beyond to achieve the Excellence Performance Tier. 

The following criteria are used to determine ChemStewards Tier for each facility:

Fundamentals (Tier 1)

  • Applicable to manufacturing facility, blend site, or pilot plant that is not subject to EPA’s Risk Management Program [RMP], OSHA’s Process Safety Management  [PSM] and/or DHS’s Tiers 1, 2, or 3
  • Facility employees record fewer than 200,000 exposure hours per year
  • No internal company decision to move to Enhanced Performance Tier
  • Reduced requirements in effect due to low risk profile 
  • Focus on core elements of a comprehensive Environmental, Health, Safety & Security (EHS&S) Management System that has been successfully verified by a Third Party and key EHS&S performance metrics

Enhanced Performance (Tier 2)

  • Standard tier for ChemStewards participants
  • Manufacturing facility, blend site, or pilot plant is subject to EPA’s Risk Management Program [RMP], OSHA’s Process Safety Management [PSM] and/or DHS’s Tiers 1, 2, or 3 
  • Facility employees record more than 200,000 exposure hours per year
  • Internal company decision made to move to Enhanced Performance Tier [if Tier 1 eligible]
  • Focus is on a robust EHS&S Management System that has been successfully verified by a Third Party and comprehensive EHS&S performance metrics  

Excellence (Tier 3)

  • Manufacturing facility, blend site, or pilot plant must be an Enhanced Performance participant to qualify for the Excellence Tier
  • Recognition level for ChemStewards facilities 
  • Focus is on a robust EHS&S Management System that has been successfully verified by a Third Party
  • Facility meets excellence criteria by applying and sharing best practices
  • Must submit a Tier III application essay describing how a facility has exhibited continuous improvement in each area of EHS&S.

*Please note this is not a Performance Improvement Application. If your facility's application is accepted as a Tier III Excellent level then you are eligible to apply for the Performance Improvement Gold Award (opens June 1st).
