SOCMA Welcomes Second House Panel Vote Extending Chemical Security Rules

Washington, DC – Following a major advocacy push by the Society of Chemical Manufacturers and Affiliates (SOCMA), a second House subcommittee today agreed by voice vote to extend the current chemical site security rules, thereby reauthorizing the Chemical Facility Anti-Terrorism Standards (CFATS) through 2017.
SOCMA commended the House Subcommittee on Environment and the Economy for approving H.R. 908, which was introduced by Subcommittee Vice Chair Tim Murphy (R-PA) and Ranking Member Gene Green (D-TX). The vote allows the Department of Homeland Security (DHS) to implement the regulatory program through completion.
“We thank Subcommittee Chairman John Shimkus and members of the panel for their leadership on this issue,” said SOCMA Vice President of Government Relations Bill Allmond. “Today’s vote marks the second time in less than three weeks that a congressional panel has endorsed the continuation of the current standards, demonstrating Congress’ commitment to appropriately securing facilities against attack.”
The panel also approved a manager’s amendment from Chairman Shimkus that made technical changes and designated authorization levels for future CFATS funding.
In March, Allmond testified before the subcommittee in support of H.R. 908. The following month, the House Homeland Security Subcommittee voted 6-4 to approve H.R. 901, which would also extend the current rules through 2017. Concurrently, SOCMA members participating in the association’s annual Washington Fly-in met with Congressman Murphy and other members of the subcommittee to discuss the importance of reauthorizing the current standards.
H.R. 908 now awaits approval by the full House Energy and Commerce Committee.
“We look forward to working with the full committee on approval of the bill and hope that lawmakers act swiftly to ensure its progression through the legislative process,” added Allmond.
